Is Ulfric Stormcloak in Starfield?
Yes! Yes he is; At least his voice actor, Vladimir Kulich is. He is known as Evgeny Rokov in Starfield.
You’ll encounter Ulfric, errrr, Evgeny Rokov in the Crimson Fleet mission Breaking the Bank; This is an early mission in this faction quest in Starfield, and whilst the accent is far more subtle, he is unmistakably the same voice actor. Evgeny appears to have been kicked out of the Crimson Fleet, but he desperately wants back in – and this is where you, the player, have some difficult choices to make. After a brief discussion with Evgeny on the starship, Siren of the Stars, you’ll be left to your own devices to complete the mission activities checklist. Good luck!
Before Starfield: Skyrim’s Ulfric Stormcloak is garbed in full battle armour at all times and sits atop his throne seat in the City of Kings, Windhelm – The Eastmarch Capital. Donning a woollen cloak to ward against the treacherous cold of this region, Ulfric wields his power with an iron fist, pushing the rightful claim of the Nords over the Empire who are looking to secure Skyrim as a strategic military position in Tamriel. Opposing both the Thalmor and the Imperials, Ulfric employs the player character to assist in the civil war, and help topple General Tullius’ forces. Assuming you choose the side of the Stormcloak Rebellion, you’ll also get to see Ulfric using his voice shout power, the same power that you as the Dragonborn have; and the same power he used to destroy High King Torygg – as you take over Solitude, and end the war.
Update 21 Sep 2023: If you turn in evidence against Evgeny Rokov to Lt. Toft as part of the Burden of Proof mission, you’ll be able to visit him on the brig of the UC Vigilance starship. It’s an interesting encounter as he appears in the stylish space equivalent of the orange prison jump suit (orange and a few shades of grey is the new black). Evgeny has quite the head of hair, and a sob story to boot. Whilst accepting of his fate, and your role in it, he does appear to be a little sad that he was unable to rejoin the Crimson Fleet for one last hurrah! It’s also really interesting to hear a semi-depressed Ulfric as he was all gruff and bluster in Skyrim!
Update 23 Sep 2023: Decided to return to the brig on the UC Vigilance starship and get a cheeky selfie with the one-and-only Evgeny Rokov. You can tell that he is absolutely chuffed for me to be there snappin’ us both, and my expression is priceless! That half-asleep glazed look to my eyes indicates how bored I am with the entire Crimson Fleet having locked nearly all of them up. I spared Delgado, and saved Shinya Voss but unfortunately I was forced to slay Mathis Castillo who I had grown fond of after our lengthy lengthy mission in The Lock prison station searching for legacy. Naeva got away but we’ll track her down I am sure of it!
